Super Complaint Tracker

A super complaint is a formal complaint by a designated organisation about a pattern of policing causing systemic harm. In September 2024 HMICFRS, the IOPC and the College of Policing published findings on the stalking super complaint. Every force in England and Wales was required to produce an action plan. VNS tracks whether those commitments are being met, and where PEEL grades contradict them.

NPCC 6-Month Force Progress Report

The NPCC collated 6-month updates from all 43 forces. Key findings: an 800% increase in uptake of College of Policing stalking training since 2023; forces introducing data dashboards; growing use of multi-agency approaches. The report noted inconsistency: some forces had appointed stalking SPOCs without specialist training, which the NPCC warned could be counterproductive.

Commitment vs grade

Humberside published a recommendation tracker PDF in response to the super-complaint in November 2024. The 2025-27 PEEL report (9 April 2026) finds the force requires improvement for safeguarding children and adults, with gaps in oversight, senior leaders unaware of issues, and incorrect rape crime recording.

High-priority watch, 2025-27 PEEL reports pending

  • Nottinghamshire: removed from Engage 22 May 2025; first 2025-27 PEEL will test sustained improvements. The force has also published a detailed, recommendation-by-recommendation super-complaint response, view it on the Force Checker.
  • Lincolnshire: currently in Engage from December 2024; causes of concern include call attendance times, investigation quality, sex offender management, strategic planning. Lowest funded force in England and Wales
  • Metropolitan Police: removed from Engage January 2025; 2023-25 PEEL had no outstanding or good grades, requires improvement in five areas, inadequate in two
  • West Midlands: removed from Engage September 2024; 2023-25 PEEL inadequate in three areas including protecting vulnerable people
  • Suffolk: 2023-25 inadequate for responding to the public; Clare's Law accelerated cause of concern May 2026; new cycle report pending
  • Gloucestershire: still inadequate for responding to the public after reinspection; NCPI found victim-blaming language in 8 of 20 case files. The force has also published a detailed, recommendation-by-recommendation super-complaint response, view it on the Force Checker.
  • Surrey: 2025-27 PEEL (April 2026) requires improvement in four of eight areas including investigating crime

This “high-priority watch” list reflects PEEL or Engage status signals, not a judgement on whether a force has published a genuine action plan. Several of these forces have published substantial detailed responses.
