About this site

VNS gathers what is already on the public record, HMICFRS inspections, IOPC data, Hansard, published inquiries, written submissions to Parliament, Freedom of Information responses - and lays it out so the patterns can be seen. Where named individuals share their accounts, those accounts feed into the evidence base anonymously, on their terms, after their cases have concluded.

The site is editorial. It does not provide legal advice, represent individuals, intervene with the police or CPS, or take on casework. For practical steps in a live situation, see If This Is You and the helplines in the footer.

Every claim on this site is traceable to a primary source - inspection report, official statistics release, parliamentary record, or named publication. Where we describe the language institutions use about victims, we name the frames rather than paraphrasing them away.

Victim Not Suspect is published under Dico Verum, the parent project that looks after both this site and facets.digital, its companion site on news framing. Dico Verum sets the editorial standards and data-protection arrangements that both sites operate under; each site keeps its own scope and voice.

Victim Not Suspect is not affiliated with any police force, government department, political party, or campaigning organisation. It does not represent any commercial interest.

The site is currently self-funded and receives no external funding, grants, donations or sponsorship. Non-financial programme support and technical assistance are acknowledged below. If the funding position ever changes, the source and terms will be declared on this page before the funded work goes live.

VNS is run by one person who is themselves a victim of stalking. The editor's name appears on the Privacy page as the named data controller, because UK data protection law requires a real, contactable person in that role. Beyond that legal requirement, the site is deliberately kept low-profile: no author bylines, no photographs, no social media accounts, no biographical material.

This is a considered editorial decision, not a credibility one: the authority of the site rests on its sources, not on the visibility of the person assembling them. Press and parliamentary enquiries are welcome and will be answered.

For sensitive submissions , your own case, a confidential tip, anything where anonymity matters, use Hush Line, an end-to-end encrypted anonymous tip platform used by journalists and advocacy organisations. Your submission is not linked to your identity unless you choose to include identifying detail.
